CRUE in Portugal: the registration guide for EU students (2026)
If you're an EU/EEA citizen staying in Portugal for more than 3 months — for example, a full academic year at Nova SBE — you are required to register your residence and obtain the CRUE (Certificado de Registo de Cidadão da União Europeia). Here's how it actually works.
What is the CRUE?
It's the EU citizen registration certificate, issued by the Câmara Municipal (city hall) of the municipality where you live — for Carcavelos and Oeiras, that's the Câmara Municipal de Cascais or Oeiras, depending on your exact address. You should request it after your first 3 months in Portugal and it's valid for up to 5 years.
What you'll typically need
- ID card or passport (EU/EEA)
- Proof of address — this is where your housing contract matters: a rental contract registered with the Portuguese Tax Authority (Finanças) is the cleanest proof there is. Informal "agreements" without registration often get rejected.
- A declaration of means or enrollment — proof you study (university enrollment) and/or can support yourself.
- NIF (Portuguese tax number) — see below.
- A small administrative fee (confirm the current amount with your Câmara).
Getting your NIF first
The NIF (Número de Identificação Fiscal) is free and issued at any Finanças office. EU citizens need ID and a proof of address — your rental contract works. You'll need the NIF for almost everything: bank account, phone plan, even some online shopping.
Suggested order of operations
- Secure housing with a registered contract (before arriving, ideally).
- Arrive, get your NIF at Finanças (bring contract + ID).
- Open a bank account (NIF + ID + proof of address).
- After 3 months of residence, request the CRUE at the Câmara Municipal.
